What it is
Income-eligible homeowners can receive a 40% discount on their Cleveland Water bill through the Water Affordability Program.
Applications go through CHN Housing Partners (3711 Chester Avenue, Suite 100, Cleveland; 216-774-2349). Income must be re-verified annually to stay enrolled.
Don’t stop at water
The sewer side of your bill has its own, separate discount — the Sewer Affordability Discount (NEORSD Rate Reduction Program) with a higher income limit (250% FPL) that renters can also get. Seniors and disabled homeowners should also compare the Homestead water discount — you can’t stack them, so it pays to calculate which saves more.
