What it is
The Home Energy Assistance Program (HEAP) is a federally funded program designed to help eligible low-income Ohioans meet the high cost of home heating. If you qualify, you receive a one-time benefit applied as a credit to your energy bill by your utility company or fuel vendor.
The amount depends on federal funding levels, how many people live with you, your total household income, and the primary fuel you use to heat your home.
Key things to know
- As of April 2026, HEAP is administered by the Ohio Department of Job & Family Services (it moved from the Department of Development); in Cuyahoga County the local provider is Step Forward.
- The regular HEAP program year runs July 1 through May 31; the credit is applied to your bill as early as October.
- Winter Crisis (Emergency HEAP) runs November 1 through March 31 — if you have a shut-off notice, have been disconnected, or are below a quarter tank of bulk fuel, don’t wait; call us the day the notice arrives. A Summer Crisis cooling program also runs July 1 – September 30 for households with a member 60+, a documented medical need, or a disconnection.
- HEAP works alongside PIPP and the Electric Partnership Program; many households qualify for all three.
