What it is
The Four Component (4COM) program covers repair or replacement of the four systems that keep a house livable: roof, electrical, furnace, and plumbing.
A Building Rehabilitation Specialist performs an initial inspection; the county’s housing committee sets the scope of work; and loan terms vary with income. Applications are handled through CHN Housing Capital (855-764-5626). You must own and occupy the home, be current on property taxes, and carry homeowner’s insurance.
The senior advantage
Homeowners 62 and older who meet income criteria may qualify for a deferred loan — no monthly payments at all; the loan is repaid only when the property transfers title. For seniors on fixed incomes, this effectively means the repairs happen now and the house pays for them later.
